Both formats are 10 x 13 inches with the same 9 3/4 x 12 1/4 inch interior and the same 24 lb white wove construction. The orientation is the difference. The booklet format opens on the long (13-inch) edge: a wide side opening across the full 13-inch face, contents slide in horizontally. The open end format opens on the short (10-inch) edge: the flap runs across the 10-inch width at the top and documents drop in from above. If your workflow inserts documents top-down, stacks contents vertically, or uses top-loading insertion equipment, the open end is the right format. If your workflow loads from the side or uses horizontal insertion equipment, the booklet is the correct orientation. Size, interior clearance, and postage classification are identical between the two.
The 9 x 12 at 24 lb holds an 8.5 x 11 sheet flat with a quarter inch of clearance on each side. For a single document or a light packet, that's workable. When the packet includes multiple pages, thick enclosures, or documents with binder clips or stapled attachments that push against the envelope walls, the corners of a 9 x 12 show the stress. The 10 x 13 solves this with the extra inch of clearance on each side. Thick stacks load without compression, the corners stay flat under content pressure, and the piece arrives looking like it was packed correctly rather than overfilled.
Legal-size 8.5 x 14 documents benefit particularly at this size. A legal sheet folded in half creates a 7 x 8.5 panel that fits the 10 x 13 interior with significant room above it. In a 9 x 12, a folded legal sheet is tighter. For organizations in law, real estate, insurance, or finance that regularly mail legal-size correspondence, the 10 x 13 open end is the operationally cleaner choice.
